Looking at this guy's (Raul)posts, he has an architecture design firm, a mechanical design firm, does 3d renderings and offers a slew of services.
Hope you have luck finding whoever took your money.

Maybe check with the Phillipines architecture board?

There is nothing wrong with using services outside the country but I think anyone choosing to do so needs to do more homework. If the designer claims to be an architect, then obtain his license and check to see if he is in good standing with their governing board. That's easy to do. Each country has a government agency that regulates architects.

Make sure you have contracts that have some kind of accountability. Otherwise your efforts to save money by offshoring work may end up costing you. It seems odd that anyone would ask you to send money through western Union. E-bay, Gbuy and other online trade sites talk about scammers who use services like Western Union to fleece people of their money without a proper avenue to track their transactions.

As architects, when we do work internationally, we have to comply with each countries regulations. Many times, our services are limited and or, we have to procure the services of a local architect as a requirement.
I don't think this forum regulates what services are posted here.

I'm from Philippines also, the same island with this guy. I have client's from Texas & California doing complete house & hotel designs. Do you have a picture of him? Maybe this guy really don't know how to finish your work. I hope I can help...

Sorry to say I'm not him. Just got my new account here. If you a map of the philippines, you will find that Cebu City is in the heart of the philippines an island.
