Does anyone have information on how to meet this prerequisite in Dubai? As most items are not really applicable with desert conditions.

I don't have experience in Dubai, but remember for any credit you have the option of submitting for "alternative compliance"... I'm not sure what good construction practicies would be for Dubai, but if you make reasonable accomodations and provide an explanation for not meeting other components of the credit requirements you should be ok.
Remember that compliance will ultimately be judged on how well you met the INTENT of the credit in this situation.
