Springtime - I will admit that I have not taken the opportunity top view the attachments because I am just jumpming in here during a quick break, but I did notice that you said the lot was flat and that you plan to build on a basement.

Does the land have fall that would allow for a basement?

I understand your concern as a safe haven for a tornado prine area, but would it be a better idea to build on a different foundation (maybe even a slab) but build with a different building material other than stick (wood framed)? Maybe even ICF style construction and incirpoirate a safe room with in the confines of the home....

Again, I did not look at the attachments but will take a look a little later in the day.
