question about fee distribution thru design phases

can anyone give me some idea how design fee is attributed to different design phases? concept, SD,DD,CD, CA?

is there firms that will only bid or attend competitions and get projects then find other firm to do CDs? is that financially feasible?( I thought CD fee will be the big chunk) thank you.
