Could it be that oil companies are reluctant to invest in refineries in North America because they know that oil is in decline? Who would invest capital in something that won't generate enough return? I submit the following:

Shell cuts proven reserves of Oil
"Shares in Royal Dutch/Shell fell by more than 6 per cent on Friday, dragging down other big groups in the oil sector, after the company said it was cutting its "proven" oil and gas reserves by 20 per cent."

Donald, isn't it the job of "free enterprise" to rebuild refineries for efficiency? Rather than "the US" per se?

And don't oil depletion projections take projected oil production technologies into account?

And do you have any solid references for your opinions on this?
