is woefully under-studied. Good Jobs First made the link last January with
our "Another Way Sprawl Happens" report (at

study in their latest "Sprawl Costs Us All" report in April (at
http://www.sierraclub.org/sprawl/report00/).Now comes another report, from Friends of the Earth and the Forest
Conservation Council. FCC mapped $391 million in loans and loan guarantees
made by the Small Business Administration in the Washington DC area since
1997. The map shows a doughnut ring of incentives around DC - especially in
the high-growth sprawl areas --
