Help Plan the Eugene Disaster Relief Trials

Are you interested in how bikes can help during a disaster? A group of community members are organizing volunteers interested in planning a disaster relief by bike event in Eugene. The goals of the event will be to learn and practice mutual aid skills and to build community. The event is tentatively scheduled for September 2022 and will feature people riding cargo bikes, or using bike trailers, in a timed event delivering water and other supplies that would be needed during a disaster. Bikes will be integral during a disaster, as they can navigate damaged or blocked roads and do not require power or fuel to operate.

The Disaster Relief Trials have taken place in Eugene in the past and one is scheduled in Portland for June 2022. If you are interested in organizing or participating in the Eugene event, contact Dan Wilson at daniel.gregory.wilson@gmail.com to get involved.

EWEB: Just 11 blasts remaining for Tank #1

Dear East 40th Neighbors,

With just 11 blasts remaining for Tank #1, we have an opportunity to complete the blasting and drilling by Dec. 23 by increasing the number of blasts per week. The increased frequency will speed completion of the blasting phase of the project, with excavation for Tank #2 and rock hauling continuing over the winter months.

Following is the current blasting schedule:

Week of 12/7: 3 blasts (Tuesday 12/7, Wednesday 12/8, Thursday 12/9)

Week of 12/13: 4 blasts (Monday 12/13, Tuesday 12/14, Wednesday 12/15, Thursday 12/16)

Week of 12/20: 4 blasts (Monday 12/20, Tuesday 12/21, Wednesday 12/22, Thursday 12/23)

Scheduled blasts will occur between 1-1:30 p.m. The actual blast will last only a couple of seconds.

This schedule assumes no unforeseen rock conditions or events that could delay the drilling and blasting process. We will notify neighbor of any needed changes.

Blasting safety reminders

Horn safety signals will sound 5 minutes and 1 minute before the blast and at the conclusion of the blast.

If you are near the construction site and hear a horn signal, please be aware blasting activity will occur shortly and follow instructions of site personnel or any additional signage that may be posted.

Update on excavation for Tank #2

Excavation for Tank #2 is proceeding ahead of schedule. So far, the contractor has been able to rely on excavators (diggers) to remove the underlying soil and rock for the second tank. As we reach the final 10-20% of excavation, additional methods may be needed depending on the type of rock encountered. We are hopeful that blasting might be avoided for Tank #2, but if the rock becomes too hard, a short period of blasting or mechanical excavation with an impact hammer might be necessary.

Within the next few weeks, the contractor will be able to determine the methods necessary to complete excavation for Tank #2.

‘Crew22’ seeks volunteers for World Athletic Championships Oregon22

Volunteer registration now open for World Athletics Championships Oregon22

The World Athletics Championships Oregon22 will be coming to our city in July of 2022, and there are so many ways to get involved. Notably, volunteer registration for the event is now open. If you want to be a part of history, and to have an impact on these Championships, this is your opportunity!

The local organizing committee is seeking the support of more than 1,500 volunteers, who will be integrated into every aspect of the event as members of “Crew22”. Welcoming fans to the stadium, supporting the media, and assisting in the event’s sustainability efforts are just a few of the roles through which Crew22 team members will have an impact on these Championships.

With 2,000 athletes from over 200 nations, and 1 billion global viewers, it will be the biggest track and field event to ever come to the United States. At the center of it all will be the spectacular Hayward Field at the University of Oregon, a fitting stage for the best athletes in the world to fight for the right to call themselves World Champions.

There is no doubt that Hayward Magic will be in full force, but it is the volunteers who will help bring that magic to life. As former Oregon Duck and Tokyo Olympic 800m bronze medalist Raevyn Rogers said: “I know first-hand how the Oregon community shows up for athletes. It’s the people that make the Hayward Magic come alive. None of what happens on the track would be possible without the hard work of all the volunteers behind the scenes.”

Hydroseeding to start at EWEB East 40th site this Friday

Dear East 40th Neighbors,

On Friday, Nov. 19 crews will HydroSeed the excavated slopes as a way to stabilize the exposed soils.

HydroSeeding is a process where seed, mulch, fertilizer, soil amendments, and water are combined to form a slurry that is sprayed onto the ground to establish vegetation and control erosion.

Following is the current blasting schedule for the next couple of weeks:

  • Thursday, Nov. 18
  • Tuesday, Nov. 23
  • Wednesday, Nov. 24 (make up for Thanksgiving)

Free film screening, panel discussion 1:30 p.m., Nov. 18

Film Screening Nov. 18, 1:30-4:00pm

The film The Invisible Class will be shown at Campbell Community Center on Nov. 18, 2021, 1:30 -4:00 p.m.

The 90-minute documentary will be followed by a panel discussion. The film is sponsored by the Neighborhood Leaders Council and the Human Rights Commission.

Why are there so many people who are homeless? The Invisible Class explores what it means to be homeless in the US, challenging stereotypes and examining the systemic causes of mass homelessness in the wealthiest nation in the world. From coast to coast the film is a day in the life of homelessness across the US.

EPD SWAT successfully takes residential armed barricaded suspect into custody

Central Lane 911 received multiple calls regarding shots fired in the E. Amazon Drive/Snell area neighborhood at 5:12 p.m. on November 15. Residents of a home sheltered in place after a bullet was shot from a nearby residence into their home through a window, with glass injuring one of the occupants. The neighbors initially sheltered in place and then were extricated by Eugene Police. The suspect, Nicholas Hanford Gerber, age 29, had access to multiple firearms within the home.

A CENS message was sent in three block radius to shelter in place for safety and some other homes were evacuated. SWAT and Crisis Negotiation Team, Drone Team responded to the scene, along with Eugene Springfield Fire for medical contingencies. Crisis Negotiation Team worked for hours on the call with the barricaded suspect to try to get him to come out of the house. A search warrant was applied for and granted by a judge.

At 11:44 p.m., a Eugene Police SWAT operation was successful in extricating Gerber from the house and ensuring the safety of the neighborhood.

Charges will be listed in an update later this morning, November 16.

We want to make you aware that two additional blasting days have been scheduled to make up time lost due to Veterans Day and Thanksgiving.
Following is the blasting schedule for the next couple of weeks:

  • Tuesday, Nov. 16
  • Wednesday, Nov. 17 (make up for Veterans Day)
  • Thursday, Nov. 18
  • Tuesday, Nov. 23
  • Wednesday, Nov. 24 (make up for Thanksgiving)

Excavation work is continuing, concurrent with drilling and blasting.

On Monday, Nov. 15 we will begin installing a temporary construction power supply. The new conduit will be bored from an electric box near 4065 Patterson St. There could be traffic impacts on Patterson St. that day.

Blasting at EWEB site to resume Nov. 9, 1 p.m. to 1:30 p.m.

Dear East 40th Neighbors,

Controlled blasting is expected to resume Tuesday, Nov. 9, from 1 p.m. to 1:30 p.m.

Horn safety signals will sound 5 minutes and 1 minute before the blast and at the conclusion of the blast.

If you are near the construction site and hear a horn signal, please be aware blasting activity will occur shortly and follow instructions of site personnel or any additional signage that may be posted.

The blasting contractor has submitted a plan to EWEB for preventing incidents like what happened on Nov. 2 from occurring again.

[Editor’s note:  In that Nov. 2 incident, a planned blast ejected rocks and debris, damaging a Southeast Eugene home.  Investigators used drone footage and seismograph data to determine the root cause: The drilling crew had been unable to drill to the required depth so abandoned the attempt and moved to a different location. The blast crew did not know there was a partial, open blast hole just beyond the edge of the mats.  Blast energy followed the path of least resistance, ejecting rocks and debris into the siding of a South Hilyard home. A resident within five feet of the ejected rocks was miraculously untouched.]

The plan includes expanding the footprint of blast mats to extend 20 feet past the last loaded hole, and retraining workers to ensure they mark any drill hole anomalies with visible flags.

EWEB’s Safety Office has reviewed the contractor’s plan and we are satisfied that these corrective actions are appropriate to prevent future incidents.

At this time, we expect the twice-a-week blasting schedule will resume on Tuesday, Nov. 9. However, there will be no blast on Thursday, Nov. 11 as this is a Federal holiday (Veterans Day).

It’s possible that a second blast might be rescheduled for another day during the week of Nov. 8 (to make up for the missed 11/11 blast). If a second blast is planned, we will inform neighbors in advance.

As a reminder, scheduled blasts will occur between 1-1:30 p.m. The actual blast will last only a couple of seconds.

Contractors completed paving of the entrance last week. The paved entrance in intended to reduce the amount of sediment leaving the site and entering the gutter. With this new erosion control measure in place, excavation and dump truck traffic resumed Monday Nov. 8.
