Hello Southeast Neighbors! 

It is once again time for our annual Southeast Neighborhood Association (SEN) Board elections. Save the date and join us for the election, which will be held at the virtual SEN Spring General Meeting on Tuesday, May 11, 2021, at 7:00 p.m. 

Floor nominations WILL be accepted during the member meeting until 7:15pm so that the final ballot can be prepared. As this is our first board election over Zoom, we would LOVE to know in advance if you plan to run to minimize the need for updating ballots on the fly.

If you know you would like to run for a position on the board, please reach out to rob.fisette@gmail.com as soon as possible to ensure that you are added to the ballot in advance. Thank you for helping this election run smoothly!

The meeting will be held via Zoom, so please check the SEN website (www.southeastneighbors.org/meetings) and/or Facebook page  (https://www.facebook.com/SoutheastNeighbors/) for the meeting link, which will be posted on Monday, May 10th. 

This year, we have three (3) open At-Large positions. In addition, there are two (2) open executive positions: Secretary and Board Chair. All positions are open to anyone residing or owning property within SEN.

After holding the Chair position for over a year, as well as serving on the Board for four years, I, Dennis Hebert, will be running for Board Chair position. 

If you are interested in any of the open positions, I strongly encourage you to contact SEN Board and Nominating Committee member, Rob Fisette at rob.fisette@gmail.com. Candidates are asked to answer a few simple questions; their responses will be posted to SEN’s website and Facebook page prior to the May 11th meeting. Please contact Rob as soon as possible so that neighbor members have sufficient time to view candidate responses in advance of Board elections. 

Joining the SEN Board is a great way to get to know your neighbors and build community! However, if a Board position is not a good fit but you would still like to be involved, please consider joining one of the many SEN committees. Visit the SEN website to learn more. 

At the May meeting, in addition to the elections, SEN Board member and joint leader of the Disaster Preparedness Committee, David Monk, will discuss how residents can be “Ready and Resilient” with regard to our upcoming wildfire season.

Patence: Reduce wildfire fuels near your home and make an evacuation plan

Wildfire Community Preparedness Day is Saturday, May 1, and Lane County residents are encouraged to prepare for wildfire season.

“We have seen firsthand the devastation of wildfire in our community,” said Lane County Emergency Manager Patence Winningham. “We know that wildfire can happen here and we must all take steps to help prevent wildfire and protect our homes and businesses.”

This year, the campaign is encouraging people to start close to home and look for ways to prepare and prevent, including:

Clean up: dispose of lawn debris to reduce fuel; clear needles, leaves and other debris from roofs, gutters, porches and decks; move firewood piles to at least 30 feet away from buildings; and keep lawns mowed and hydrated.

Make a plan: plan two ways out of your neighborhood and designate a meeting place before a wildfire threatens your area; include pets in your evacuation plans; and plan to have horses or other large animals ready year-round for potential wildfire evacuation.

Construction of two new water storage tanks in SE Eugene to begin later this year


After more than a year of research and planning, EWEB is preparing to move forward with construction of new water storage facilities on an undeveloped property near E. 40th Ave in southeast Eugene. The 10-acre property was acquired by EWEB in 1950 as a future water storage site.

Preliminary plans had called for building one 7.5 million-gallon (MG) tank at the E. 40th site beginning in 2021, then returning several years later to build a second 7.5 MG tank. But at their April 6 meeting, EWEB’s elected Board of Commissioners endorsed a decision to construct both tanks concurrently commencing in 2021. 

The decision follows multiple studies by EWEB and external parties to evaluate site layout and construction options considering drinking water safety and quality requirements, engineering and construction constraints, impacts to neighbors, environmental considerations, and costs.

The final site design and construction plan that was endorsed by EWEB’s Board achieves the following goals:

  • Provides 15 MG of secure, reliable water storage in the shortest period of time.
  • Minimizes impacts to oak woodland on the site, which has been identified by state and local resource protection agencies as priority habitat for protection and restoration.
  • Requires the least amount of rock excavation, reducing the duration, noise, and cost of construction.
  • Protects the viewshed for the most area neighbors.
  • Saves approximately $1.4 million (2021 Net Present Value) by constructing both tanks concurrently.
  • Consolidates the work into a single disruptive period, avoiding a second round of neighborhood disruption and property impacts.
  • Limits Patterson St. wear and tear and coincides with City of Eugene street repairs.

Earthwork will begin in late summer 2021 and the entire construction process is expected to take around three years. The tanks will provide 15 MG of secure, reliable water storage to all of Eugene, and after construction, the remainder of the property (approximately 8 acres) will be re-landscaped and remain open to the public.

Walk-in vaccination for our Asian, Desi, Pacific Islander community members

Dangerous fire conditions here through the weekend

With warm, dry, and breezy conditions Friday and possibly Saturday, there will be an increased risk of fire spread. A temporary outdoor burning ban in Lane County has been issued starting Thursday, April 15, 2021.

The National Weather Service issued Red Flag Warnings for Eugene and Lane County from the coast to the Cascades. A Red Flag Warning means that critical fire weather conditions are either occurring now, or will shortly. Click here to see updates for our area.

Residents are encouraged to periodically check for updates on TV, radio, or the Internet, throughout the Red Flag Warning. You can also sign up for notifications from Lane County. This may be a good time to start planning to load your car for an evacuation. For more information, see your local Eugene neighborhood association’s disaster preparedness committee.

…UNSEASONABLE HIGH FIRE DANGER THROUGH THIS WEEKEND…

A period of prolonged offshore flow combined with slowly warming temperatures will lead to unseasonably dry conditions this week. In addition to the dry weather, north to northeast winds will increase slightly this afternoon before diminishing this evening. Even breezier conditions are expected on Friday as offshore flow strengthens.

Temperatures will also climb through Friday with highs topping out in the mid to upper 70s for the interior lowlands. Highs in the 80s are expected this weekend, although it should be less breezy.

Relative humidity values are expected to bottom out somewhere between 20% to 30% today and may fall into the teens Friday and Saturday. The warm, dry, and windy conditions will further dry out vegetation that is already near record dryness for this time of year.

The combination of all of these factors will elevate the risk of fire spread through this week, especially on Friday and Saturday. Extra caution is advised with fire, at least through the upcoming weekend. Be sure to check with your local fire district before burning, as there may be restrictions in place.

Tugman Park volunteer event Saturday April 17, 1-3 pm

Friends of Tugman / Southeast Neighbors is having a Tugman Park work party on Saturday, April 17th, from 1-3 pm. We’re looking for volunteers to help weed, mulch, and remove invasive species in various areas of the park. These events are a lot of fun and it’s a way to give back to the community and get to know some of your Southeast neighbors.

Meet by the basketball court and bring your mask, favorite gardening implements (particularly diggers!), and your gardening spirit. We look forward to seeing you there!

LTD launches annual survey

It’s time again for the annual American Bus Benchmarking Group Customer Survey to provide feedback for LTD. Riders can participate in the short 3-5 minute online survey through May 9.
