Friends of Tugman – August 2024 Report

The Friends of Tugman (aka The Tuggers) typically meet every other Wednesday from 10:00 am – 12 noon somewhere in Tugman Park. Exact time and park location is dependent on weather conditions and current project(s).

  • We held one regularly scheduled Wednesday volunteer work event in August:  8/21
  • August 21st highlights:  weeded the former spray play area, one remaining central lawn tree ring, and native beds; pruned blackberry canes along the central park’s south border; irrigated the new trees & rushes adjacent to the former spray play area; picked up trash park-wide
  • Several tuggers irrigated native planted beds and trimmed troublesome foliage (e.g. willows over bridges and pathways & blackberry vines along south border) several times in August outside of our regularly scheduled volunteer work events.
  • Put out the Sign-Up Genius platform to the Tugger team for help with numerous tasks at the upcoming SEN 2024 Annual Picnic to be held @ Tugman Park on Saturday, September 7th from 1:00 – 5:00 pm; many slots have already been reserved by several Tugger team members to date
  • Planned the details of the Tugger exhibit table for the upcoming SEN Annual Picnic
  • Our regularly scheduled bi-weekly Wednesday volunteer work events for September 2024 are:  9/4 & 9/18 (10:00 am – 12 noon).

The following area near Goshen is at a Level 2 (Be Set) evacuation notification:

  • Areas between I-5 and Hideaway Hills and between Hampton and Ricketts

 

Level 2 means: You must prepare to leave at a moment’s notice, and this may be the only notice that you receive.

 

Public safety personnel cannot guarantee they will be able to notify you if conditions rapidly deteriorate. Continue to closely monitor your phone, local media and www.LaneCountyOR.gov for information.

Ready Southeast Neighbors Report – July 2024

Hello Disaster Preparedness Volunteers and Neighbors,

As we move into August, it’s essential to remain prepared for the ongoing challenges posed by extreme weather and wildfire. Lane County west of the Cascades remains in favorable conditions today but Friday and through the weekend, we may see more smoke in Eugene, Springfield, and all over the valley. We are already seeing significant impacts on air quality in Cottage Grove. Be aware that there may be resources available for neighbors who are impacted by the heat and smoke and need assistance in purchasing air conditioners or purifiers.

Neighborhood leaders and volunteers should review the evacuation procedures to ensure safety in the event of a wildfire and make sure you know the emergency evacuation zones where you live, work, and play.

Committee Update

Our regular radio practice and meetings will resume in September, but I encourage everyone to review Whole Community News and consider participating in events for community resilience scheduled for this month.

SEN Transportation Committee July 2024 report

  • The Transportation Committee met once on July 10 at Tugman Park.
  • The committee met with Logan Telles, City Transportation Planner, on July 10 at Tugman Park. Logan described the planned speed calming additions on Hilyard St on the east side of the park. He showed us the location of the planned marked crosswalk at 37th Ave and Hilyard St, including a “bump out” on the east side of Hilyard. He also showed us the locations of six “speed cushions” (wide low speed bumps) between 36th Ave and 40th Ave. We informed Logan that we initiated a petition to present to the City for city-wide crosswalks with flashing lights at all schools in the Eugene area.
  • Rachel Anderson reported that the on-line petition for safer school crossings has about 160 signatures. We discussed the possibility of extending the deadline for signing the petition into the school year.
  • Linda Duggan and Lucy Bambrey watched the recording of the Oregon State Legislature Joint Committee on Transportation that was held on July 17. There were many public comments related to transportation, funding, and infrastructure. There were various comments of appreciation on the programs of LTD related to cab rides for appointments to Whitebird, passes for people going to rehabs; passes for survivors of sexual assault; RideSource; connector Eugene to Cottage Grove; and other projects using Statewide Transportation Improvement Fund (STIF) monies. Committee member Charlie Loeb addressed the panel on behalf of the Emerald Valley Electric Vehicle Association, requesting funding and infrastructure for electric vehicles.

  • We held two regularly scheduled bi-weekly Wednesday volunteer work events in July:  7/10 & 7/24
  • July 10th highlights:  prepared the ground and mulched in the northeast corner of the park (E. 36th Ave. & Hilyard St.); additionally mulched and irrigated the newly planted trees and rushes around the former spray play area; weeded several of the tree rings in the central lawn; picked up trash park-wide
  • July 24th highlights:  continued weeding and mulched the tree rings in the central lawn; irrigated the native trees and rushes in the former spray play area as well as other native planted beds; pruned blackberry vines along the park’s south border; picked up trash park-wide
  • Several tuggers irrigated native planted beds and trimmed troublesome foliage (e.g. willows over bridges and pathways & blackberry vines along south border) numerous times in July outside of our regularly scheduled volunteer work events.
  • Our regularly scheduled bi-weekly Wednesday volunteer work event for August 2024 is:  8/21 (10:00 am – 12 noon). We will not have a work event on Wednesday, 8/7.

Heat Wave

We are expecting our first big heat event of the season. Today the National Weather Service (NWS) presented increased confidence for a high-impact, long-duration heatwave with record-breaking temperatures for several days and poor overnight relief.

Temperatures are expected to be highest (in the 100s) on Friday and Saturday. Older adults 65+, people without AC, people who are pregnant, infants and children, outdoor workers, and people with certain health conditions or taking certain medications (see more) will be most impacted. At the time of my writing this, we are currently under an Excessive Heat Warning.

Lane County has a good Cooling & Smoke website set up at www.LaneCountyOR.gov/cooling for information on cooling shelters and staying cool during the heat. It’s a good time for us to check on any neighbors who may live alone and not have access to air conditioning. People can call 211info for information about cooling centers and social services (in 150+ languages).

Ready Southeast Report July 2024

Mission Statement:The mission of Ready Southeast is to empower Southeast Eugene residents to create a resilient and supportive community, prepared for emergencies and disasters through collaboration, communication, practice, and community engagement.

Current Committee Status:
The committee is on hiatus for the summer regarding radio practice. The current meeting time of 7:30 PM monthly on Sundays has proven to be a challenge. The last meeting was in April. Quarterly in-person meetings held at a community center to facilitate participation will likely be more successful.
There has been no progress on our work plan or the disaster plan, pending feedback from the board on the level of engagement desired, particularly concerning evacuations.
Engagement with Lane County COAD and City of Eugene:
I have participated in multiple trainings provided by Lane County COAD and the City of Eugene, focusing on heat safety, smoke safety, and alerting.
There have been significant changes in the City of Eugene Emergency Management. The Emergency Management Director has resigned and taken a new position in Corvallis.The two remaining analysts have been reassigned. A new Emergency Manager is being hired, and Lane County is expected to provide interim leadership.Tiffany Brown, the new Emergency Manager for Lane County, brings extensive training experience and will enhance educational opportunities for our neighbors and community partners.
The Lane County COAD has hired a Coordinator with funding from the Oregon Health Authority.They will provide training, particularly to rural and coastal partners, to increase resilience across the county.The past four years have demonstrated unmet needs in many communities during disasters. Efforts will be made to engage more faith-based communities and cultural organizations to foster better communication and collaboration. Neighborhood associations can play a crucial role in these initiatives.
In my upcoming meeting with the board, I plan to discuss the board’s engagement with other neighborhoods in South Eugene. It is essential to work more collaboratively around disaster preparedness since disasters like fire do not respect boundaries.

SEN /transportation Committee Report June 2024

Below is the June 2024 report for the Transportation Committee. I am pleased with some of the results we achieved this past month!
  • Logan Telles, City of Eugene Transportation Planner, confirmed that he would meet the Transportation Committee at Tugman Park on Weds July 10. We will discuss the reduction of speed limits on Hilyard St. If there is no EWEB construction going on, we can observe the lower speed limit in action.
  • We decided to highlight parks, trails, and open spaces in the south/southeast portion of the city. . .all part of the transportation network. . . at the SEN November general meeting. We sent a second invitation to Philip Richardson, Landscape Architect at the City Parks and Open Space and Manager of the Suzanne Arlie Park/Ridgeline Trail project, to give a presentation at the general meeting. No response yet. We also sent an invitation to the Obsidians hiking club to speak as well.
  • Linda Duggan, as a representative of the committee, met with LTD General Manager Jameson Auten at the BEST event on May 19. Linda served on the LTD Community Engagement Steering Committee. She reported to us that she discussed the results of the committee input. Jameson said some of the input of the committee has been implemented.
  • Rachel Anderson reported that there are approximately 150 signatures on the petition to increase safety at school crossings (flashing lights, crosswalks, etc.). More signatures to come.
