Ready Southeast Report February 2024

I wanted to touch base with you all about some upcoming events related to our emergency preparedness efforts.

Firstly, don’t forget about our regular Second Sunday Check-In, followed by a Ready SE Committee meeting this Sunday, March 10th. It’s a great opportunity for us to test this part of our neighborhood disaster plan. Radio practice begins at 7 PM. The face-to-face part of our check-in takes place virtually at 7:30 PM over Google Meet to discuss updates or plans. This month we will be reviewing a draft of our neighborhood committee’s work plan for 2024.

Thursday, March 7 · 10:00 AM: FEMA and the Rosalynn Carter Institute for Caregivers (RCI) have released a new first-of-its-kind guide for caregivers to help them prepare for disasters and protect their loved ones, called Take Control in 1, 2, 3: Disaster Preparedness Guide for Caregivers. The guide was developed with a deep understanding of the role of caregivers and the challenges they face and provides an easy-to-use and clear tool, along with actionable steps to increase disaster resilience. FEMA will host a webinar with national partners, click here to register.

Thursday, March 14, 2:30 PM: The Lane Preparedness Coalition will meet virtually at the Springfield Justice Center at 230 4th St, Springfield to review community lessons learned from the Ice Storm.

Last, if you want to take your readiness training a step further, the Trauma Intervention Program of Lane County is offering training April 4-7, 6:30 PM – 9:30 PM for their crisis responder program. For more information, download their flyer here.

SEN Transportation Committee Report for February 2024

We held a committee meeting on Feb 7 via Zoom.

1) Continued work on the Transportation Committee 2024 work plan.

2) Discussed ideas for a Transportation Committee – hosted event for the community in 2024:
  • Walking or biking the trail along Amazon Park from one point to another (e.g., Frank Kinney Park to Amazon Park) with stops in between with committee members manning stations.
  • Meeting in Amazon Park next to LTD’s Amazon Station to draw interest in making that station more of a neighborhood transportation hub.
  • Highlighting the “Blue Bikes” program at several of the rental locations.

Lucy Bambrey, at the request of Devon Mann, fielded a call from Jodi Hisey, a public health student at Bushnell University. Jodi intends to identify an area in the neighborhood that she can address in any way, big or small, to improve the health or safety of the neighborhood. One topic we discussed was transportation, including speeding as a safety issue plus the conditions of sidewalks in SEN.

Lucy Bambrey volunteered to make up a bullet list of Qs & As for potential SEN Board members.  A draft bullet list will be submitted to the Board prior to the Mar 5 Board meeting.

“I (John Ostrom) hereby request that The Friends of Tugman, an active SEN Committee, initiate a funding request from OECE (Office of Equity and Community Engagement) for the purpose of reimbursement of a committee member who recently purchased a 12.5’ x 432’ (600 sq. yards.) roll of woven stabilization fabric from H.D. Fowler Company in Eugene. The cost of this roll is $400. If full reimbursement is not possible, then partial reimbursement will be pursued. This roll of fabric will be used in the Friends of Tugman’s ongoing wet prairie restoration project in the north end of Tugman Park. The fabric is used to tarp over prepared ground that will eventually be planted back with native plant species appropriate to a wet prairie habitat. The fabric tarping helps to kill off the existing vegetation, mainly composed of non-native and invasive grasses and forbs, thereby allowing a more suitable environment for newly planted native species to better survive and spread. These plots may need to be tarped over for 1-2 yrs.”

Friends of Tugman – February 2024 Report

The Friends of Tugman (aka The Tuggers) typically meet every other Wednesday from 10:00 am – 12 noon somewhere in Tugman Park. Exact time and park location is dependent on weather conditions and current project(s).

  • We held two regularly scheduled bi-weekly volunteer work events in February:  2/7 & 2/21
  • February 7th highlights:  ice storm debris (fallen trees and limbs) was removed from the basketball court native plant bed; (12) native plants (Geum and wild strawberry) were planted in the restroom area bed; damaged limbs were pruned in multiple park locations; the plaque circle bed in the north end was weeded; debris was removed from Tugman Creek including from the grate in the far north end; trash pick-up park-wide was accomplished
  • February 21st highlights:  numerous snowberries from a large clump in the central park area were transplanted to the north end to infill the native plants there; a few native sedges were planted in the wet prairie section of the north end; weeding occurred in the north end; significant storm debris (trees and limbs) was pruned and removed from the wet prairie area in the north end and piled in a central debris pile near the north bridge; a major debris removal endeavor occurred in the entire stretch of Tugman Creek; trash pick-up park-wide was accomplished
  • The initial observations were taken in the Upper Prairie Restoration Plot on Fawn Lily Rise in the afternoon of 2/21 by Tuggers and one member of the EG 350 Club from SEHS; the Plectritis and lupine species are off to the fastest start of the (11) planted species of grasses and forbs planted by seed in November 2023; future monitoring is planned
  • The tree planting event in the former spray play area scheduled for Saturday, January 27th with P&OS, Tuggers and the SEHS EG 350 Club was postponed due to the ice storm and its aftermath. A make-up date for this event is yet to be determined.
  • Our regularly scheduled bi-weekly Wednesday volunteer work events for March 2024 are:  3/6 & 3/20 (10:00 am – 12 noon).
  • Two Saturday volunteer work events are planned for March 2nd and March 9th, along with the EG 350 Club at SEHS, to prepare the ground and lay the fabric tarping in the next phase of our wet prairie restoration plot in the north end

EWEB Hilyard St. Pipeline Project Update

EWEB UPDATE ON HILYARD STREET PIPELINE PROJECT

Construction is underway on a 36-inch water transmission pipeline and 24-inch storm drain replacement on Hilyard Street between E. 33rd Ave. and Patterson Street. The project will connect the new E. 40th water storage tanks to the water transmission system near 33rd Ave. and will upgrade nearly one mile of existing drinking water pipe.

The transmission main is constructed out of welded steel, which is one of the most seismically robust materials available and can have a lifespan of over 100 years. The project will also replace and improve stormwater piping along Hilyard Street.

This phase of construction is expected to take approximately 2-3 months to complete.

What to expect:

* Local residents and businesses will have access during construction, but travelers should expect traffic delays and detours, including sidewalk and bike lane closures on the stretch of Hilyard between Dillard Road and East 36th Avenue.

* There will be intermittent, temporary loud noises, road closures, truck traffic, heavy equipment, and other impacts that are part and parcel with digging up the road to install new water pipes.

* If work is occurring in front of your driveway, there may be temporary delays in getting in or out. Please plan accordingly.

* Some limited water outages are anticipated during work hours and you will be notified in advance before water service is interrupted.

This project started in September 2023 and is expected to take about a year, including construction of new pipelines, manholes and hydrants, inspection and flushing of the new water mains, backfilling, and restoration. Work is being done in coordination with planned City of Eugene road reconstruction of Hilyard Street scheduled for summer 2024. Our commitment to you is to complete the work as quickly and safely as possible. We very much appreciate your patience and understanding as we complete this critical work!

Ready Southeast February Report

Ready SE posted 17 preparedness-related stories in January.  They appear on Whole Community News and the two Facebook groups, Ready Eugene and Eugene Neighborhoods Preparedness Network

We attended the Ready NW “Seismic Safety” event Jan. 30 (the story came out on Feb. 1).  We also supported Ready NW as part of ENPN by creating a meeting evaluation form. We took screenshots of attendees during the event to assemble an email list and hope to report the evaluation results next month.

ENPN gave a presentation during the NLC meeting in January, allowing neighborhoods to rate the performance of various community lifelines during the ice storm. Neighborhoods gave the highest ratings to mobile phone communications and electricity lifelines.  Alerts were rated the lowest. We will be following up with questions about why the alerts were rated so low.

ENPN will ask the county’s new emergency manager to participate in a future ENPN webinar.  We will suggest introducing herself to the community, discussing the after-action reports on Lane County’s response to the ice storm, and the alert system (given its low ratings).

SEN Transportation Committee Report– February 2024

The Transportation Committee met once in January via Zoom, with two members attending.

We will continue to meet the first Weds each month at 11:00 a.m. via Zoom for now.
The main topic of conversation was the committee hosting a community event during 2024. Some ideas were:
  • Walking or biking the trail along Amazon Park from one point to another (e.g., Frank Kinney Park to Amazon Park) with stops in between committee members manning stations.
  • Meeting in Amazon Park next to LTD Amazon Station to draw interest in making that station more of a neighborhood transportation hub.

Friends of Tugman – January 2024 Report

The Friends of Tugman (aka The Tuggers) typically meet every other Wednesday from 10:00 am – 12 noon somewhere in Tugman Park. Exact time and park location is dependent on weather conditions and current project(s).

  • We held one regularly scheduled bi-weekly volunteer work event in January:  1/10; the other bi-weekly event scheduled for 1/24 was cancelled due to the aftermath of the ice storm which closed neighborhood parks
  • January 10th highlights:  we planted numerous native plants provided by the Parks and Open Space – Native Plant Nursery in one of the shelter area beds and the basketball court bed; trash pick-up park-wide was accomplished
  • The tree planting event in the spray play area scheduled for Saturday, January 27th with P&OS, Tuggers and the SEHS EG 350 Club was cancelled due to the ice storm and the re-allocation of P&OS resources to areas of concern dealing with storm damage mitigation. This event is postponed indefinitely but will most likely occur sometime in Spring.
  • Prior to the cancellation of the 1/27 event, a few Tuggers met with three P&OS folks on 1/4 to further discuss the plot plan and tree species to be planted in the former spray play area. Whereas most decisions were made, the Tuggers will propose some new amendments to the location and species of trees now that this project has been delayed.
  • On 1/26, four Tuggers and a nearby neighbor cut, removed, and piled a large amount of fallen tree/limb debris from the ice storm. The main locations were the native plant beds in the central and north sections of the park. We also removed debris from Tugman Creek and pruned vegetation over the north bridge to allow safe passage.
  • Our regularly scheduled bi-weekly Wednesday volunteer work events for February 2024 are:  2/7 & 2/21 (10:00 am – 12 noon).
