Ready Southeast Report July 2024

Mission Statement:The mission of Ready Southeast is to empower Southeast Eugene residents to create a resilient and supportive community, prepared for emergencies and disasters through collaboration, communication, practice, and community engagement.

Current Committee Status:
The committee is on hiatus for the summer regarding radio practice. The current meeting time of 7:30 PM monthly on Sundays has proven to be a challenge. The last meeting was in April. Quarterly in-person meetings held at a community center to facilitate participation will likely be more successful.
There has been no progress on our work plan or the disaster plan, pending feedback from the board on the level of engagement desired, particularly concerning evacuations.
Engagement with Lane County COAD and City of Eugene:
I have participated in multiple trainings provided by Lane County COAD and the City of Eugene, focusing on heat safety, smoke safety, and alerting.
There have been significant changes in the City of Eugene Emergency Management. The Emergency Management Director has resigned and taken a new position in Corvallis.The two remaining analysts have been reassigned. A new Emergency Manager is being hired, and Lane County is expected to provide interim leadership.Tiffany Brown, the new Emergency Manager for Lane County, brings extensive training experience and will enhance educational opportunities for our neighbors and community partners.
The Lane County COAD has hired a Coordinator with funding from the Oregon Health Authority.They will provide training, particularly to rural and coastal partners, to increase resilience across the county.The past four years have demonstrated unmet needs in many communities during disasters. Efforts will be made to engage more faith-based communities and cultural organizations to foster better communication and collaboration. Neighborhood associations can play a crucial role in these initiatives.
In my upcoming meeting with the board, I plan to discuss the board’s engagement with other neighborhoods in South Eugene. It is essential to work more collaboratively around disaster preparedness since disasters like fire do not respect boundaries.

SEN /transportation Committee Report June 2024

Below is the June 2024 report for the Transportation Committee. I am pleased with some of the results we achieved this past month!
  • Logan Telles, City of Eugene Transportation Planner, confirmed that he would meet the Transportation Committee at Tugman Park on Weds July 10. We will discuss the reduction of speed limits on Hilyard St. If there is no EWEB construction going on, we can observe the lower speed limit in action.
  • We decided to highlight parks, trails, and open spaces in the south/southeast portion of the city. . .all part of the transportation network. . . at the SEN November general meeting. We sent a second invitation to Philip Richardson, Landscape Architect at the City Parks and Open Space and Manager of the Suzanne Arlie Park/Ridgeline Trail project, to give a presentation at the general meeting. No response yet. We also sent an invitation to the Obsidians hiking club to speak as well.
  • Linda Duggan, as a representative of the committee, met with LTD General Manager Jameson Auten at the BEST event on May 19. Linda served on the LTD Community Engagement Steering Committee. She reported to us that she discussed the results of the committee input. Jameson said some of the input of the committee has been implemented.
  • Rachel Anderson reported that there are approximately 150 signatures on the petition to increase safety at school crossings (flashing lights, crosswalks, etc.). More signatures to come.

Friends of Tugman – June 2024 Report

The Friends of Tugman (aka The Tuggers) typically meet every other Wednesday from 10:00 am – 12 noon somewhere in Tugman Park. Exact time and park location is dependent on weather conditions and current project(s).

  • We held two regularly scheduled bi-weekly Wednesday volunteer work events in June:  6/12 & 6/26
  • June 12th highlights:  weeded with electric string trimmers and by hand around the 7 caged oak trees along the south slope (Fawn Lily Rise) pathway; weeded in the “central park” native beds (spray play, restrooms, basketball court); irrigated the newly planted trees and rushes around the former spray play area; picked up trash park-wide
  • June 26th highlights:  weeded with electric string trimmer adjacent to the former spray play area; prepared ground and mulched in the NE corner of the park (E. 36th Ave. & Hilyard St.); additionally mulched areas around the new plantings adjacent to the former spray play area; arranged for an additional bark chip mulch delivery with P&OS – Developed Parks staff who were on hand chipping up ice storm debris; picked up trash park-wide
  • On the morning of June 21st a few tuggers completed an irrigation phase of the native plantings in the North End and the newly planted trees and rushes around the former spray play area; the monthly monitoring of our Upper Prairie Restoration plot on Fawn Lily Rise was conducted
  • Our regularly scheduled bi-weekly Wednesday volunteer work events for July 2024 are:  7/10 & 7/24 (10:00 am – 12 noon).

This is a free event, and all are welcome to participate! These events will be offered primarily in Spanish with English translation and ASL interpreting.

Friends of Tugman – May 2024 Report

The Friends of Tugman (aka The Tuggers) typically meet every other Wednesday from 10:00 am – 12 noon somewhere in Tugman Park. Exact time and park location is dependent on weather conditions and current project(s).

  • We held three regularly scheduled bi-weekly Wednesday volunteer work events in May:  5/1, 5/15, & 5/29
  • May 1st highlights:  weeded the native beds in the north end; prepared ground and mulched an area for future planting in the north end; weeded with electric string trimmer around the perimeter of the tarped Wet Prairie Restoration plot in the north end; picked up trash park-wide
  • May 15th highlights:  weeded in the NE corner of the park (E. 36th Ave. & Hilyard St.); prepared ground and mulched (with remainder of bark chip pile) an area for future planting in the north end; weeded with electric string trimmer around the perimeter of the tarped Wet Prairie Restoration plot in the north end and the areas adjacent to the former spray play/restrooms; assessed and discussed our irrigation strategy and needs in advance of the warmer months; picked up trash park-wide; (1) new volunteer joined us on 5/15 and another expressed interest and requested to be added to the communication list
  • On the afternoon of May 15th a few tuggers and two members of the SEHS – EG 350 Club conducted our monthly monitoring of our Upper Prairie Restoration plot on Fawn Lily Rise.
  • May 29th highlights:  weeded with electric string trimmers the areas adjacent to the former spray play/restrooms, west side of the basketball court native plant bed, and along the perimeter of the Upper Prairie Restoration plot; weeded in the “central park” native beds; irrigated the newly planted trees and rushes around the former spray play area as well as other native plant beds that needed early watering
  • On May 21st & May 24th a few Tuggers replaced two sections of the fabric tarping in the Wet Prairie Restoration plot in the park’s north end following a vandalism incident whereby our plot tarping was removed and/or stolen.
  • The Friends of Tugman – 2024 Work Plan was submitted to the SEN Chair to be included in the full SEN 2024 Work Plan for submittal to OECE.
  • P&OS personnel met at Tugman Park on afternoon of 5/29 to discuss the next steps in determining the options and priorities for spending the remaining 2018 bond/levy funds earmarked for Phase II Tugman upgrades. Whereas we (Tuggers) were not participants in this meeting, we will request to be brought up to speed with these discussion as well as request that we (SEN neighbors, Tuggers and park goers) be included in any public outreach process.
  • Our regularly scheduled bi-weekly Wednesday volunteer work events for June 2024 are:  6/12 & 6/26 (10:00 am – 12 noon).
